越南:真实的现状

这次中越两国关系这么紧张,论坛上更是风起云涌,忍不住灌水一篇,表达我对开战可能性的看法。军事力量我想就无须我在这里列数据对比了,论坛上很多自己搜去。光就社会发展而言,我想我比很多论坛上没到过越南的人有发言权。

一、收入水平

我只讲我了解到的,做办公室文员的大概就300万越盾左右(人民币兑越币大概3200左右),也就是说1000人民币上下。了不起一年发15个月薪水,也多不到哪去。所以在这给小费是常事,出入境查你护照的都敢明目张胆地收。

二、消费水平

越朝的CPI指数大家上网查吧,我只能说中国人民很幸福了。衣,没在这买过,我看不上,估计不贵,但奢侈品绝对比国内贵得多。食,海鲜便宜点,但也是相对国内的价格,这里穷人也是吃不起海鲜的,米价两年翻了一倍,我老板常感慨以前过节给庙里送米是成吨送的,现在只能意思着送了。住,贵,平民老百姓绝对买不起房子,跟广州的房价差不多;租呢?我现在住的算是富人区,100平米不到,700刀。行,这国家除了摩托车,给我100万也不会想在这买辆汽车,那是给自己找堵。去年我欣喜的发现,从胡志明往下六省居然通了高速,虽然只有 50公里,也让我们那60岁的老司机老眼泪花:“我开了一辈子车还像今天没飚过 120呢!”

三、硬件设施

差,跟中国不能比。政府没啥钱,好点的桥都是外国援建的,更别说拆迁拓路了,拆迁补偿费我估计它都出不起。路上经常开洞,不知是修补还是换管道啥的,那开工的速度搁我朝早被行人一人一口唾沫淹死了。据说还要建地铁,我一40几岁的客户说估计这事要办成了给他孙子看到他也瞑目了。用电也是,经常停电,特别是工业区,每个礼拜都挺。我们公司那块算是商业区了,经常礼拜一大白天停电,周末倒是灯火辉煌的,估计供电局的也是被驴踢过脑袋的。

四、软件设施

科技,算了吧,我不提了。人,大白天在路边咖啡厅要一杯5000越盾咖啡,看报扯淡的几乎都是青壮年男性,或许是这个原因造成愿意去上班的工人罢工潮不断。学校,大学校舍也就我朝县城的中学水平;金融,我不得不说这个国家的领导人太有才华了,金融领域的对外开放速度世界第一,阿猫阿狗只要有钱都可以开银行。这的定存年利率将近20%,据说有些小银行的高达23%,可老百姓还是不爱存越盾,宁愿换成美元或黄金。为啥?两年前我来这的时候美金兑越盾是 15000-16000左右,现在呢?20500。所以,索罗斯搞不跨香港是必然的,整死越南也是必然的。

五、政治状况

从基层贪到高层。这里的交警是肥差,两人一车(摩托车),觉着哪边是风水宝地了就停下,一人拦车一人收钱。通常你给他20万,他只给你5万的票,不过这样也好,不然像我这种无照驾驶的早被关终身监禁了。海关商检的就更别提了,我就是做贸易的,吃钱就算了还个个都是猪脑袋,一言难尽,不做赘述。河内很多大官的情妇就跟我住同一区,车、表、包,名牌的应该叫奢侈品牌的我见了一大堆,广州也见不到这样的密集度。国家外汇存底?估计没有,有的话也被这些人吃了一大半。

一个政府没有底气、货币没有信用、改革画虎似猫、军力夜郎自大、贪腐可以让我等升斗小民随处可见的国家,拿什么跟中国打?除非美帝这次愿意整个大伤,否则我真找不出一个“全party、全军、全民”要跟中国大干一场的理由。

不打,越南内部的这些矛盾已经日显激化,只有经过革命才能让大家平息一下怒火;打了,这个海洋经济占全国GDP一半有多的国家再还几个有油田的岛屿给中国,战损不算,估计损失的油气也够让它面临经济崩溃了。我不知道,打完这仗,它还能和谁要到贷款?它用什么去维持那孱弱的国力?

或许,越南的现状我有些危言耸听,但是越南所面临的内部矛盾远比我朝复杂、顽固、致命得多。目前的状况以越南的角度讲只存在攘外必先安内还是安内必先攘外的选择,话语权完全不在越南,中国想武力震慑一下某些国家的狼子野心便打;我朝想继续和平高速发展只需让胡润榜排名前三的抄它金融老底它便不战自溃了。

加拿大:个人信用

The system of credit reports and scores in Canada is very similar to that in the United States, with two of the same reporting agencies active in the country: Equifax and TransUnion.

There are, however, some key differences. One such difference is that, unlike the United States, where a consumer is allowed only one free copy of their credit report a year, in Canada, the consumer may order a free copy of their credit report any number of times in a year, as long as the request is made in writing, and as long as the consumer asks for a printed copy to be delivered by mail. This request by the consumer is noted in the credit report, but it has no effect on their credit score. According to Equifax's ScorePower Report, FICO scores range between 300 and 900.

The Government of Canada offers a free publication called Understanding Your Credit Report and Credit Score. This publication provides sample credit report and credit score documents, with explanations of the notations and codes that are used. It also contains general information on how to build or improve credit history, and how to check for signs that identity theft has occurred. The publication is available online at the Financial Consumer Agency of Canada. Paper copies can also be ordered at no charge for residents of Canada.

What will happen if my corporation does not file its Annual Return?
Please be aware that failure to file your corporation's Annual Return could lead to the dissolution of the corporation pursuant to section 212 of the Canada Business Corporations Act.

The filing of Annual Returns may not seem to be important; but, in reality, failure to file can lead to problems down the road. Without being up-to-date with Annual Return filings, corporations are unable to obtain Certificates of Compliance which are required when corporations are involved in any type of transaction such as financings, mergers, acquisitions and IPOs. More importantly, corporations who do not file Annual Returns run the risk of being dissolved by Corporations Canada. While Annual Returns can be filed after the fact to bring a corporation into good standing and a dissolved corporation revived, it is not without added expense and perhaps aggravation.

III. TN Classifications for Computer Professionals

While Computer Systems Analyst is the only exclusive computer TN profession, NAFTA includes a wide range of TN professional computer-related occupations. One of the biggest mistakes a practitioner can make is to see that a job offer is in a computer-related position and automatically label the classification as a Computer Systems Analyst. It is important to be able to distinguish between the multitudes of various computer positions and identify the appropriate TN classification.

A. Computer Systems Analyst

1. Position Duties

The most obvious option for a computer professional under the list of TN professional occupations in NAFTA is Computer Systems Analyst. The Occupational Outlook Handbook (OOH) describes a systems analyst as someone who studies business, scientific, or engineering data processing problems and designs new solutions to resolve those problems. Simply put, a systems analyst is someone who solves a problem by designing solutions for the computer to execute.

The duties of a Computer System Analyst must be carefully presented to avoid unnecessary problems at the Port of Entry (POE). The INS Inspectors Field Manual explicitly reads that the Computer Systems Analyst category "does not include programmers." The INS Handbook notes that while systems analysts do engage in some programming, the TN category has not been expanded to include programmers. Even though the educational and training requirements of programmers have risen due to the ever-increasing sophistication of programming responsibilities, they still ring the death bell of denial for TN applications.

These considerations are particularly important for someone working as a programmer-analyst, where the person is responsible for both systems analysis and programming. In cases such as this, it is critical to determine whether the focus of the position is systems analysis or programming.

2. Requirements

The Computer System Analyst occupation requires a baccalaureate or post-secondary diploma/certificate and three years experience. While a degree or diploma in computer science is a strong qualification, there are other programs of study that would satisfy the minimum education requirements. The OOH lists computer science, information science, computer information systems, and data processing as backgrounds that employers seek. In addition, many programs consist of a strong focus in computer coursework, including mathematics, engineering, the sciences, and even many liberal arts fields. Some liberal arts programs may still qualify someone for a Computer Systems Analyst TN because of the numerous courses in computer science and information technology that were included in the program.

加拿大:遗产纳税问题

首先,加拿大是个没有遗产税的国家。

人死掉的那一年,他所有的财产假定按照Fair Market Value处置掉,和原来的cost产生的差额是capital gain/loss,其中50%是Taxable Capital Gain,要交税。

对于接受遗产的人来说,等于是以Fair Market Value买入那些资产, 不用立刻交税,只有将来那些资产衍生的收入(利息、分红等)以及再处置资产产生的capital gain要交税。

比如说,25年前买的房子,当时是30万,现在去世时的fair market value 35 万,Taxable capital gain=1/2*(35-30)=2.5万。而对于个人自住住房Principle residence,处置时产生的capital gain是免税的。这样,你把你的自住住房留给你的继承人,是不用交税的。

继承房子的人则相当于以35万买入了这栋房子,将来房子升值到了100万,卖掉这栋房子获得的capital gain由新房主纳税。如果这栋房子一直作为继承者的Principle residence,还可以享受免除这部分capital gain税的优惠待遇。

至于现金(存款)赠与,你有5万块钱,留给家人,5万块就是5万块,Fair Market Value= Cost,不像别的资产那样会产生capital gain,所以,不用交税。接受这5万块的人也不用交税,但是,将来这5万块生出来的利息,记入受益人的当年收入,由受益人交税。

有一点说明的是,在加拿大,一个人去世那年,仍然要file tax return。不管财产给谁,如果涉及到税,税都是在死者的名义下缴纳。死者其他未尽税务事宜,也要由他的授权代理人为他处理。

有的朋友要说,不对,这能叫没有遗产税吗?这不还是要交税的吗?是的,没错,人死不是万事空,还有税表要填,但是,概念不应该混淆。遗产税的概念是一个flat rate应用到遗产的价值上去,你留下一百万,交50%税,只剩50万。那种遗产税的征收,目的是为了通过财富再分配谋求一定意义上的社会公正,但是会造成双重征税——遗产通常都是已经交过税的财产。加拿大对待遗产的税务规定,是把遗产的处置纳入到了Capital Gain/Loss的特殊类别里去,从而基本上避免了双重征税。而且,有一点很重要,加拿大的Capital Gain不是100% taxable,虽然比例经常在变,但是从来都不是100%,目前是50%,这是一个相当大的优惠。

另外,上面讲的都是基本的处理原则,实际上税法里对遗产转到配偶名下有其他更简单的特殊规定,我在这边就不详述了。

至于没有立遗嘱,财产怎么分配,那就是另一个法律范畴的事情了。不管怎样,记住相关的税是在死者名义下缴纳,继承人得到的是税后财产。顺便提一下,如果真的很担心这些问题,最好还是认认真真立个遗嘱吧。:P 真要是有什么不测,该花钱请会计师和律师帮忙的地方,还是不要省这个钱吧。

加拿大:安省注册车辆的必备文件

- Your Ontario Driver's License (if you haven't gotten it yet you should do that first).

- The Ownership for the vehicle signed off by the registered owner on the back on the document. (This is a green piece of paper.)

- Valid Ontario Insurance in your name for that vehicle...Ontario, unlike BC, does not have a provincially run insurance program so shop around for good rates! I like DirectProtect.... they seem to be very reasonable and they're a subsidiary of the Co-operators insurance which is one of the most reputable companies around.

- A Bill of Sale from the registered owner of the vehicle. (Never accept one from a third party...ie: the guy bought it and never registered it into his name before selling to you - if you run into this situation make sure you get HIS Bill of Sale from the registered owner PLUS a bill of sale from him to you... so long as you have connecting bills of sale you should be okay.) Also make sure your Bill of Sale's date is no older than 6 days at the time that you go to register the vehicle, as legally, you must register it into your name not more than 6 days after the vehicle's purchase.

- A UVIP (Used Vehicle Information Package) This is a $20 printout of your vehicle's history. It is the seller's responsibility to provide this to you, as it will state important information on the car such as how many owners it's had and whether or not there are any liens on the car. If they have neglected to pick one up from the MTO, you can do it instead, but I would get it printed up BEFORE paying the money for the car because if there are still liens on the vehicle YOU could lose the car if THEY make a defaulted payment on whatever loan they used the car as collateral against. NOTE: You will need the vehicle's VIN or plate number to identify the vehicle for the UVIP. This package will also tell you the "Wholesale Price" on the vehicle. Note that the tax price you will pay will be based on the higher of your bill of sale price or the Wholesale Price as indicated on this package. If this vehicle is in very poor condition and you feel the Wholesale Price is way too high, it may be worthwhile to pay a small sum to a dealership to write you up an appraisal document. This appraisal certificate's number can be entered in the MTO's system to override the Wholesale Price in this case, but you will then be taxed on the higher of the Appraisal Price or the Bill of Sale's price that you paid. Remember only to bother with an appraisal if the Wholesale Price is HIGHER than your Bill of Sale price. If it's lower, then disregard it altogether, as you'll be taxed on your Bill of Sale even if an appraisal comes in lower than your Bill of Sale price.)

- An Ontario Safety Standards Certificate (S.S.C)... this may or may not be provided by the seller depending on whether or not he's selling the vehicle "As Is" (ie: no safety) or certified. Make sure to check the date on the certification as they are only valid for a certain period of time. If it's expired by only a few days some mechanics will write up another one for you as a kind gesture. You will see the name of the shop that certified the vehicle on the safety certificate. The MTO will not accept an expired certificate, even if it's only past due by 1 day.

- If you are located in Southern Ontario (South of Muskoka) you will also need to obtain a Vehicle Emissions test from a certified testing facility. They are everywhere, just look for the signs saying that they provide emissions testing. If you are in Northern Ontario you are currently exempt from this testing as the testing facilities are not yet in place in those areas.

- The Registration Fee will consist of the tax amount (as described above) which is 8% of the purchase price (or wholesale price) plus $20 for the plates. In addition to the plate cost you will also need to pay for your plate validation sticker. This cost is $74/year in Southern Ontario and $37/year in Northern Ontario. The cost is prorated to your birthday, so this number will fluctuate (generally lower) depending on how many months are left until your next renewal (on your birthday).

全球:加油请不要中间停顿

今天和一个朋友到市里去买东西,去前当然是先去加油了,加油员把油枪放到邮箱后,加一下突然停顿一秒又加一下又停顿一下,搞了三四下,我完全没在乎这个小动作,以为是可能油枪卡住了不太顺,所以这样卡了好几下,这时我朋友就下车了,对这加油员一顿猛骂,加油员也不敢还嘴,我还完全不知道发生什么事情了。。。。。。

路上我好奇心难耐啊,就问他到底刚才怎么突然跑下车骂那个加油员,而且奇怪的是那个加油员还不敢还嘴,我那朋友是开车20多年的老司机了,他一个侄女就是在另一个加油站工作的,他道出了刚才那个小动作的玄机。。。。。。

我朋友告诉我,加油员在加油的时候突然停掉油枪,然后又打开,又停掉,这样来回搞几次,油枪内的压力就会突然增大,加油器上的计量码表就会转得快些,说到这里我才恍然大悟,为什么刚才那个工作人员骂他不敢还口,我还以为是他们服务态度好呢,原来是他们自知理亏所以不敢还口而已。。。。。

朋友们,注意了啊,下次加油的时候就站到加油员的旁边看他怎么操作,如果是把油枪放到邮箱后,打开开关一加到底,中间没有任何的停顿就没问题,如果是刚放进邮箱的时候就开一下停一下开一下停一下的反复弄几次,你就可以开骂了,(注意:他们一般是刚放进油箱的时候这样弄,让你以为刚开始加油,油枪还不顺,所以会卡一下,加油加到一半再这样弄就显得太假)现在油价已经涨了2毛多了,他们这样反复弄几次的话,那你加的油就起码涨了3毛以上了,别说我在危言耸听,我朋友是老司机况且他侄女是加油站的,对这些个别的没素质的加油站的黑老板黑员工的这些小手段都是非常了解的,不信你可以自己做试验,洗车的时候故意赌住管子马上又松开,又堵住又松开,反复弄几次,你看看水表是不是瞬时转得飞快。

这是我的亲身经历,写出来只是希望各位朋友们以后加油的时候注意这个小动作,别以为在车里像个大爷一样丢2百大洋给加油员让他加油自己不下车这样很潇洒,可能加油过程中被他卡了几十下你都不知道,看到加油的计量器显示加了200,他真的给你加了2百快钱油吗??以后加油一定要下车看他操作,看到他有这个小动作第一次的时候,适当提醒他,“加油请不要中间停顿!”一般他们会懂味的,如果他还以为你是个白痴还是坚持这样A你的油A你的钱的话,你马上打开后备箱,拿出千斤顶去顶死他!

美国:Fulltime,1099和W2的区别

Full time means working on annual salary with benefits like vacation, Insurance etc. W2 means working hourly without benefits. Basically Persons will select w2 to make more money but with risk of unpaid bench. EAD does not matter for this. EAD is almost similar to green card in case of working.

Working 40 hours per week for a company generally makes you a full time employee of that company. As a full time employee, you may be entitled to get additional employee benefits such as few weeks of paid vacation, medical insurance, 401K etc. If you are working full time for a company, you will get a W2 at the end of the year that you will use to file your tax returns.

If you want to work like a consultant on hourly basis, you will normally not be considered a full time employee and you do not get employee benefits mentioned above. This type of work is known as "Professional Services" where you will be considered as Independent Contractor and you will be issued 1099 at the end of the year instead of W2.

Tax consequences are very different between a W2 employee and 1099 employee.

If you decide to switch to EAD and give up H or L status, you can work for multiple employees however you want. For instance: you can work full-time as a W2 employee for company A, and then part-time 1099 employee for company B.

I don't think USCIS will care about your jobs when you will renew your EAD. However, at your I-485 final stage, they may issues a RFE where they may want you to show that the GC application job duties are similar to your current job duties.

Working on a 1099 basis actually means that you are working as a true Independent Contractor under the IRS rules. You work on a 1099 basis when you are self employed such as a sole proprietor or as a corporation. Your clients will report the monies they pay you to the IRS on a 1099 form. Your clients will typically contract with you to work on a specific project. You should have a written contract with each client that will outline the work you will perform, the fees an or cost the client will pay, and how the client will pay you. You will forward invoices to the client according to the contract terms.

持工作签证的人不能用1099形式。

加拿大:入籍仪式上都干点什么?

要回了那个枫叶卡(加拿大永久居民卡)。然后,程序化的询问是否有违法过加拿大法律等问题,接着在签完一份声明书后,便将印有加拿大国歌以及宣誓词(依照加拿大两个官方语言,分别印了英、法语双版)的精美彩印手册连同一个小巧可爱的加拿大国旗小徽章交给了申请人。

大厅里放满了座位,上面贴有号码。前面几十排是给入籍宣誓人按号码来入座的,后面几排是给观礼的亲朋们的。

全球:引擎油

机油,engine oil 又叫 motor oil。

发动机用的另一种油是机油。5W30、10W30、20W40、20W50等等,标号要优先考虑,牌子倒是不十分重要,反正谁都是王婆卖瓜,自卖自夸的。低标号的机油表示在低温(例如冬天)下也能保持一定的流走性,其粘度较小;高标号的机油则表示在常温和高温下,该种机油的粘度不会太小,以至于要渗进气缸里与燃料油一起烧了。老发动机的气缸壁与活塞之间的缝隙变大了,应选用高标号的机油。无奈加国基本上不卖20W50这类高粘度油,只怕冬天点火困难。其实点火困难一小会儿,路上方便一大阵儿。笔者还是推荐高标号机油。

真正为发动机润滑而设计的机油是人造的,而且是人家老修的军工技术。其设计要点是一旦战争中破坏了油田或炼油厂,机油可通过人造来填补短缺。看官可能没见过阿富汗战争中的苏制坦克,但总会记着在珍宝岛上横行的苏军坦克吧!冰天雪地,照开不误。德国人对此佩服得五体投地。二战期间开赴苏联战场的闪电锐器-德军坦克没什么回的了家的,全冻死在苏联境内了。您猜怎么着?油不行呀!汽车喝什么油,对一场战争的胜负是那么重要,日常生活里也应该是天天讲,月月讲,年年讲的。

加拿大:买旧车的程序

●电话联络

1.当你首次打电话给车主时,一般用“I am calling about the car by the paper”,不要先报出哪一辆车和车型。如果车主反问“Which one”,这时你就要提高警惕,很少有个人一次同时出售几辆车的。

2.如果车主不是安排与你在家中见面,这也比较反常。一般私人售车的主要交接处是在车主家中。因此,这种情况下,很可能对方并不是真正的车主。

3.从口音判断,本人声明不带任何种族偏见,仅以个人经验而论。一般而言,当地白人较为诚实,尤其是年龄较大的人。

●见面

1.一定要求对方出示Information Package、安全证书、废气证书,以确认车辆历史和状况,如果车主拒绝出示,可能对方有问题需要隐藏。

2.查对车主证姓名是否与卖车人相符,绝对不能让车主代办转户手续。如果是从私人手中买旧车,一定要记得看卖车人的驾驶执照,保证是从合法人手中买合法的车。注意卖车人的驾驶执照应是当地的驾驶执照,同时询问这辆车是否曾经被转过手,如果被转过手,最好能要求出示以前的买卖过户文件。

3.如果车主对车辆的了解完全是专业化的,你也要小心,你可能不会买到便宜货,一般讲正常人对车辆的了解不可能太专业。

4. 要确定你想买的车是合法的。每一辆车都有一个引擎号码,这个号码就是一辆车的“身份证”。这个号码一旦损坏或不存在,就说明这辆车有问题。该号码的位置一般在车辆前窗玻璃底下,由17个数字组成。车子的任何纪录都可以由这个数字上查出来。
  
5. 要留心你看中的车辆有无分期付款租赁车的合同结束了没有。如果一辆车还处在租赁的地位,或分期付款合约还没有结束,债权人有权利扣押该车。
  
6. 要求旧车的车主提供卑诗省汽车保险公司(ICBC)的事故赔偿和废气检查纪录。ICBC对每一辆超过两千加元的赔偿都有详细的记录,你只要付十元钱,就可以得到一份报告。

A buyer's checklist from private seller:
•Make sure the Vehicle Identification Number on the vehicle matches the Vehicle Identification Number on the vehicle permit. If it does not match, don't buy
•Get the vehicle permit with the completed Application for Transfer from the seller.
•Get the "Bill of Sale" from the seller. Make sure the seller fills out their name and signature, date, and purchase price.
•Bring the plate of the vehicle registration permit, if you are attaching your plate to the vehicle.

可以讨价还价,但幅度不会太大,如果车主标价4000元,而你回价2000元,车主会认为你缺乏诚意,这类真正的私人售车,一般讲讨价幅度在200~500元间。有些车行要求顾客先提供押金后才和顾客讨论价格问题,这时极为不合理的,你可以拒绝。在未获得满意的价钱和服务前,怎么能先付出押金呢?如果你先付了押金,实际上就把自己摆在了非常被动的地位,怎么能获得一个较理想的价格呢?在讨论价钱的过程中,应该注意要求合理的价格,不要漫天杀价,否则就缺乏购车的诚意,既浪费自己的时间和精力,也不尊重车行销售员的工作,浪费他们的时间和精力,缺乏诚意的讨论,自然不会获得积极的结果。同时,在这个阶段就要讨论付款的方式,是分期付款还是先租后买,贷款利率是多少?期间长短等等。

有些汽车销售员可能会反问,为什么要给折扣?难道你去SEAR购物时也可以要折扣吗?这时您可以告诉他,你不知道为什么他会这样问,您可以反问他:“你在这个行业多久了?”这样有些销售员会觉得处于一种窘迫的地位,如果他想卖车给你就不得不给予折扣。如果他还在寻找各种理由和借口的话,您可以让他将话说完,算是增长见识,之后寻找其他销售员服务或是寻找另外的车行。

- Do not pay sticker price. A used car is a negotiable item. Do not feel the need to pay the price they are asking. The dealer bought this car at a low price, and is turning around and selling it for much more than they purchased it with the notion that they might have to lower that sticker price. Depending on the quality of the vehicle, feel free to offer a price. Be sure that it is a reasonable offer. If the dealer is asking $15,000, do not offer $10,000. That will determine what you can spend for a car. Try to buy a car that is less than they tell you. Most people try to buy more car than they can really afford. If a car is not the color you are looking for, tell the dealer "I really like the car, but I don't like that it is green, that is the only thing holding me back from buying it" The dealer will see that you want it, and find some way to get you into that car.

这时车行销售员会要求你付出押金,同时他的工作就暂时结束了,他会介绍你与商务经理(Business Manager)见面以完善其他手 续。商务经理会向你介绍保修、保养等计划,许多朋友认为买一辆车很不容易,也很珍爱自己的车辆,几乎均愿意大方地购买一些类似的计划,而忘记了价值因素。我个人的建议,此时朋友们可以多注意倾听,了解信息,增长知识,不要急于购买,可以表示非常感兴趣,可以考虑,以后再说,这样给自己留下了选择的余地。因为这些计划大部分是在该车行实施,如果今后在别的车行购买可能会得到较为理想的价格和服务。退一步讲,如果确实想购买该类计划,也可以留在最后一刻再买,多给自己留些时间和余地。商务经理会将打印好的合同给你审阅,记住检查几个主要问题,车辆型号是否准确,特殊要求是否列明,基本价格、税、其他杂费等项目是否与销售员讨论时一致,付款计划是否准确,是否有隐含的费用没有向你说明,交车时间是否准确标明(实际上在合同背面已经注明车行有权在90天内交车,但是为了保护你自己的权益,应该要求在合同中明确交车时间,如果车行不能准时交车,你就会处于非常有利的地位,可以要求取消合同,取回押金,直至索赔等)。

买卖二手车的双方要签署正式的转换车主的过户文件。当然,这些文件不管是正式的公文还是随手写的小条子,都具有同等的法律效力。一旦签字和交出押金,就很难取消,因此要特别慎重。

●取车

车行销售员会通知你去车行办理取车的相关手续,你应与你的保险公司联络,告知你购买的车辆型号、年份、指标等情况,选购相关的保险计划,索要保险号(policy number)。可以打电话告诉车行此号码,以便办理车辆牌 照手续。此后就可以按约定的时间去车行取车了,记住带一张VOLD支票及车行所要求的所有文件(驾照、临时保险单、合同等)。车行销售员会要求你再签署一些文件,此时,不明白的地方一定要问清楚,这样可以最大限度地保护自己的利益。此后,销售员会向你展示你的车辆,介绍各种使用方法。此时你如果还有哪些不清楚的问题还可以询问,同时应注意检查车辆,内部:车辆手册、后备轮胎、工具是否齐全、仪表显示是否正常、音响和空调是否工作正常、座椅等处是否干净及损坏、自动车窗、镜是否工作、将所有钥匙轮流使用一番。外部:有没有划痕、车辆颜色是否一致、车辆型号是否准确、特殊要求是否满足、防锈工作完成与否等。我个人建议,取车时间一定以我为主,最好选择在白天,这样你会更加容易将车辆瑕疵寻找出来,避免了今后许多麻烦。

一手交钱,一手交货。一定要亲手在各种路面上试开过你要买的车,签完过户的文件以后才能交钱。也就是说,你得要到等到办好了所有的合法过户文件,到车牌上好了保险以后才交钱。如果在车辆买卖当中,明显感到有欺诈、犯罪的行为,你可以从电话簿蓝页中查到消费者利益委员会(Ministry of Housing, Recreation and Consumer Services, Investigations Branch),打电话给他们,他们会帮助你。

加拿大:哪里去买二手车

最主要的网站是 autotrader.ca ,上面dealer,私人的都有。

私人的会便宜一些,卖出去后也不管修理的。大车行买的好处是,一般有30天保修,历史清楚,车的状况比较好,但价钱稍贵。要先选择要买的车的牌子,然后到生产厂家的网站上,找到本地dealer,然后去看。一般大车行卖的大都是4年以内的公里数较低二手车,状况比较好。大车行车质量较有保证,但太贵。中小车行车质量也比较有保障,只是公里数要较大车行高些。只要车质量没大问题,公里就别太在意它。

有个说法,车行应该是新车旧车都卖的比较好,因为他们收进的旧车都是 Trade-in 的,有严重问题的比重不大。另外一定要自己有Garage的,这样他们给出的保修比较有谱。

加拿大:车是注册在个人名下好还是公司名下好?

原则上应该注册在公司名下,因为车的注册费和保险费是一样的。

注册在个人名下,报税时只能申报公里数。但在公司名下可以申报更多的内容,包括折旧。买保险时,会要求个人的名字加上。

在公司名下的车,公司一定要像个人受个人使用费。

Automobile Standby Charge and Operating Cost

Rules of Application

These rules apply where an employer makes an automobile “available” to an employee or a person related to the employee.
A vehicle is made available to the employee, or a person related to the employee, if the employee has access or control over use of the vehicle.
Vehicles not included under these rules are:
taxis
buses
hearses
clearly marked emergency medical response vehicles
vans, pick-up trucks that:
have a seating capacity of not more than the driver and two passengers and are acquired to transport goods, or
are used 90% or more of the time to transport goods, equipment or passengers.
An employee receives a benefit to the extent that the automobile is used for personal driving.
Personal driving includes:
vacation trips
driving for personal use
travel between home and work
by the employee or person related to employee
Personal driving does not include travel from home to a point of call other than the regular place of business of the employer or the return home from that point.

For Quebec resident employees:
When an automobile is made available to an employee, the employee must remit a logbook to the employer.
The logbook must be remitted no later than the 10th day following:
the end of the year, or
the end of the period during which the automobile was made available to the employee, if that period ends before the end of the year.
Any employee who fails to remit the logbook by the applicable deadline is subject to a penalty of $200.

Computation of Benefit

There are two types of benefits to be computed where an employer provided automobile is used by an employee for personal purposes:

I. Standby Charge

It represents the benefit employees enjoy when an employer’s automobile is available for their personal use.
It is reduced by any reimbursements paid in the year by the employee to the employer for the use of the automobile.

It represents the benefit received in respect of automobile operating expenses paid by the employer and relating to the personal use of a company owned/leased automobile.
It is reduced by any reimbursements paid by the employee to the employer in the year or within 45 days after the end of the year for the use of the automobile

licenses
insurance
repairs and maintenance
Expenses do not include:
interest
parking
capital cost allowance
lease costs
Two methods available to calculate the benefit:
“simplified” method, or
one-half of the standby charge (restrictions apply).
